Absent a valid revocation duly furnished to the mortgagee,
Special Powers of Attorney continue to have force and effect as against
third persons who had no knowledge of such lack of authority.

There is treachery where the victim, soaked in his own
blood, defenseless, and calling for help, weakened and dying, was still
attacked, thus employed means to insure or afford impunity.
REMEDIAL LAW:RECOVERY
OF OWNERSHIP OR POSSESSION OF PROPERTY.
The "proper action", the object of which is for the recovery
of ownership or possession of the property seized by the sheriff, is and
should be an entirely separate and distinct action from that in which execution
has issued, if instituted by a stranger to the latter suit.

AND PLACEMENT; NON LICENSEE OR NON HOLDER OF AUTHORITY, DEFINED.
A non-licensee or non-holder of authority means any person,
corporation or entity which has not been issued a valid license or authority
to engage in recruitment and placement by the Secretary of Labor, or whose
license or authority to engage in recruitment and placement by the Secretary
of Labor, or whose license or authority has been suspended, revoked or
cancelled by the POEA, or the Secretary.

OF CONGRESS TO INTERVENE DESPITE EXISTENCE OF ADMINISTRATIVE AGENCIES.
It cannot be denied that Congress may intervene anytime despite
the existence of administrative agencies entrusted with wage-fixing powers,
by virtue of the former's plenary power of legislation, and when Congress
does so, the result is not the withdrawal of the powers delegated to the
Wage Boards but cooperative lawmaking in an area where initiative and expertise
are required.
